RVO Invites Bids for Hollandse Kust Metocean Desk Study

Netherlands Enterprise Agency (RVO) has issued a tender for metocean desk study for Hollandse Kust (noord) and Hollandse Kust (zuid) offshore wind farm zones.

The purpose of the assignment will be to provide the metocean conditions to serve as input for the design, installation and maintenance of wind turbines, inter-array cables, substations and their support structures at Hollandse Kust.

The analysis is to be based on the best possible data sources and carried out with state-of-the-art methods. The analysis also has to be in accordance with standards equal to or above offshore standard DNV-OS-J101.

The scope of work will comprise the provision of a general characterization of the metocean climate at the site such as dominant tides, storm severity, spatial uniformity of conditions, etc. The winner of the tender will analyse metocean conditions of wind, waves, currents, water levels, joint probability distribution,s and other parameters.

The approach and results of one representative output location will be summarized in a separate report for each wind farm zone, one for Hollandse Kust (zuid) and one for Hollandse Kust (noord). This output location will be proposed by the contractor and approved by RVO.

The tender also calls for a creation of a digital metocean database that will enable obtaining output at any requested location within the site boundaries of the two wind farm zones. The reports and the database are to be updated when the final metocean field measurements at Hollandse Kust (zuid) become available in mid-2017.

The bids can be submitted by 30 June 2016.

The Netherlands has six offshore wind sites in the pipeline at the two zones, four at Hollandse Kust (zuid), and two at Hollandse Kust (noord).

Each of the sites at the wind farm zones can accommodate 350 MW. TenneT will build grid connections and construct offshore substations.

The subsidy and permit tender for the first two sites at Hollandse Kust (Zuid) is planned to open in 2017, with the tender for the zones III and IV following a year later. The Hollandse Kust (Noord) subsidy and permit tender is scheduled for 2019.
