Denmark-based Swire Renewable Energy (SRE) and Taiwan’s Tien Li Offshore Wind Technology have signed a Memorandum of Understanding (MoU) to deliver operations and maintenance services in the Taiwanese offshore wind turbine industry and other parts of the Asia-Pacific region.
SRE said that the signing marks a key step for both companies to establish a joint venture focused on delivering localised wind turbine operations and maintenance services.
The partners intend to develop a large pool of local Taiwanese technicians with a broad skill set in blade repair, electrical and mechanical maintenance, offshore marine logistics services, and wind turbine operations and maintenance.
“Swire Renewable Energy is looking forward to collaborating with a strong partner in Tien Li, particularly given our recent acquisition of blade repair specialist Altitec, and Tien Li’s blade manufacturing experience ,” said Ryan Smith , CEO of Swire Renewable Energy.
The company opened offices in Taiwan in 2023 and has worked on several offshore wind projects in Taiwan, including Greater Changhua , Yunlin , ChangFang & Xidao , and Zhong Neng in the last 24 months.

Tien Li Offshore Wind Technology was established in 2009 and is a manufacturer of high-specification offshore wind turbine blades. The company’s factory is located at the Port of Taichung with 21 hectares of facilities and associated space.
