Lithuania’s Energy Ministry Seeks Temporary Suspension of Offshore Wind Tender for Review

The Lithuanian Ministry of Energy has proposed temporarily suspending the ongoing offshore wind tender in the Baltic Sea to review its terms and conditions, aiming to minimise the impact on electricity prices for consumers once the tender is completed.

A draft government resolution has been prepared and submitted for institutional coordination, with a request for feedback to be provided within three working days.

Once the government makes a decision to resume the offshore wind tender process, it will continue according to the timeliness and procedures outlined in the Law on Renewable Resources.

Lithuania’s National Energy Regulatory Council (NERC) launched the country’s second offshore wind tender again in November 2024, seeking a developer for a 700 MW project.

Participants must register, submit documents, and place bids by 18 March 2025. The winner of the offshore wind auction is expected to be announced by 2 May.

The Lithuanian government held the auction, the country’s first for an offshore wind project, in 2023. In July, the government provisionally selected the joint venture between Ocean Winds and Ignitis Renewables. Three months later, it officially confirmed the joint venture as the developer of Lithuania’s first offshore wind farm.

The country plans to have two offshore wind farms with a combined capacity of 1.4 GW.
