Lithuania Puts Second Offshore Wind Tender on Hold

Planning & Permitting

The Lithuanian government has temporarily suspended the tender process for an offshore wind farm in the Baltic Sea to re-evaluate the conditions and minimise the impact on electricity prices for consumers.

Lithuania’s National Energy Regulatory Council (NERC) launched the country’s second offshore wind tender in November 2024, seeking a developer for a 700 MW project.

On 29 January, the government announced that it put the tender on hold for review, aiming to ensure the legislative framework promotes fair competition while protecting the interests of electricity consumers.

The main objective of the decision is to minimise the impact on final electricity prices paid by consumers after the implementation of the tender and the construction of the 700 MW offshore wind farm, said Lithuania’s Ministry of Energy.

The improvement of the competition conditions will be carried out by initiating amendments to legal acts, according to the press release.

At the beginning of 2024, NERC initiated the country’s second offshore wind tender for the development of a 700 MW offshore wind farm. However, in April, the process was discontinued after only one bid was submitted.
