Korean arm of the US-based renewable energy developer Pacifico Energy has submitted an investment declaration worth over USD 1 billion (around EUR 861 million) to South Korea’s Ministry of Trade, Industry and Resources (MOTIR) for two offshore wind projects forming part of its 3.2 GW Jindo offshore wind cluster in South Korea.
Pacifico Energy Korea is developing three projects as the 3.2 GW Jindo Offshore Wind Project Cluster off the coast of Jindo County in Jeonnam-Gwangju Special Metropolitan City. The cluster comprises the 420 MW Myeong Ryang project, the 990 MW Manho project and the 1.8 GW Jindo Baram project.
According to Pacifico Energy, the declared investment will be allocated to the Manho and Jindo Baram offshore wind projects, and follows a 2024 declaration covering the Myeong Ryang project.
Myeong Ryang is the first phase of the development. The project secured its Electricity Business License (EBL) in September 2025 and completed its preliminary Environmental Impact Assessment in March 2026.
Manho and Jindo Baram make up the second and third phases of the cluster. In August, Pacifico Energy Korea was selected as the sole developer of the government-designated 2.13 GW Jindo Phase 2 Offshore Wind Integrated Cluster, which comprises the two projects. Both had previously submitted applications for Electricity Business Licences, with the applications under review.
For the wider Jindo cluster, initially unveiled in 2023, Pacifico Energy Korea has been developing a local supply chain. In July, the company signed an MoU with foundation manufacturer EEW KHPC, marine logistics and vessel operator KMC Line, and foundation-component supplier CS Energy to establish a tailored supply chain for the 3.2 GW development.
In June, Pacifico Energy Korea signed an MoU with Hana Bank and Hana Securities to cooperate on financing solutions for the Jindo cluster across its development, construction and operational phases.
According to Pacifico Energy, the Jindo cluster is one of the largest offshore wind clusters in the Asia-Pacific region being developed by a single developer in a single area.
The company is also developing offshore wind projects elsewhere in the Asia-Pacific region, while in the US it developed and permitted the 7.65 GW GW Ranch data centre campus, which was recently acquired by Amazon, Pacifico Energy said on 4 September.
