ESB Seeks Offshore Wind Environmental Impact Assessment Services

Electricity Supply Board (ESB), Ireland’s state-owned electricity company, has opened a tender for environmental impact assessment (EIA) services for offshore wind projects in Ireland and the UK.

ESB plans to procure works, supplies and services through a framework agreement related to environmental assessment and consenting services for the offshore and onshore elements of offshore wind farms.

The tender covers feasibility and route/site selection services, EIA screening and formal and informal scoping, mitigation and monitoring plans, as well as appropriate assessment reporting.

It also covers planning and/or consenting applications/services, participation in public consultation and stakeholder engagement, traffic and transport, and coastal, land and geology processes. Some post-construction services during the operational phase may also be included in the framework scope.

The procurement is intended to establish a multi-party framework agreement, which is expected to contain five service providers.

The framework term will include a five-year initial term, with the option to extend up to a maximum of a further three years.

The deadline for submitting applications is 14 October by 15:00 local time.
