Vestas has awarded Dong Fang Offshore (DFO) a contract to provide a service operations vessel (SOV) for the Changfang-Xidao and Zhong Neng offshore wind projects in Taiwan.
Under the twelve-year contract, Dong Fang Offshore will provide an SOV for supporting the operations and maintenance (O&M) phase of the 600 MW Changfang-Xidao and the 300 Zhong Neng projects.
The SOV is the first of two Taiwan-flagged vessels that have already been ordered and will be delivered in the last quarter of 2026 from the shipyard.

“We are also pleased that both SOVs we have ordered have secured long-term charters in Taiwan, ensuring that DFO’s experienced Taiwanese and expatriate staff will have long-term, stable employment.”
Located 11 kilometres off the west coast of Taiwan, the Changfang-Xidao project was constructed by a team led by Copenhagen Offshore Partners (COP), Copenhagen Infrastructure Partners’ (CIP) exclusive offshore wind development partner.
Completed in May 2024, the wind farm features 64 Vestas V174-9.5 MW wind turbines and jacket foundations supplied by Taiwan’s Century Wind Power.
Regarding Zhong Neng, the project was completed by CIP and China Steel Corporation (CSC) in September this year.
The wind farm, featuring Vestas V174 wind turbines, began producing power in June. It is expected to achieve a full grid connection by the end of the year.
